Compliant is not the same as defensible
A file can clear a DOT audit and still be a plaintiff's lawyer's dream. Exposure scores the gaps that are causally connected to how the crash is alleged to have happened, and flags when the pattern crosses into punitive / gross-negligence territory under CPRC Ch. 41.
